Bloomberg BNA’s 2012 Labor Outlook examines labor and employment issues on the agenda this year in Congress, the courts, federal agencies, and in collective bargaining.

While 2012 will see a similar dual focus on employment and regulatory enforcement as was the case last year, observers say some agencies may face more challenges to rulemaking in the name of job creation. Facing increased scrutiny by congressional Republicans, in particular, are the National Labor Relations Board, the National Mediation Board, and the Labor Department's Occupational Safety and Health Administration.

Collective bargaining will see fewer robust agreements because of concerns about job security, observers say. But DOL's Wage and Hour Division will continue its flurry of regulatory and enforcement activity and its Mine Safety and Health Administration will see its 2011 proposals come to fruition this year. Several agencies are planning to streamline technological efforts to support workforce investment and entrepreneurship.
