Infogroup, a data and marketing services company, hired Robert Weathersby as general counsel. Weathersby previously was a partner at Andrews Kurth, where he represented clients in the technology, computer hardware, financial services, oil and healthcare industries.
Anne Small rejoined the Securities and Exchange Commission as general counsel. Small previously served as the agency’s deputy general counsel for litigation and adjudications, before leaving in October 2011 to become special assistant to the President and associate counsel to the President at the White House Counsel’s Office. Before entering the public sector, she was a partner in the litigation department of WilmerHale.
Joshua Jarrell joined the West Virginia Department of Commerce as deputy secretary and general counsel. Jarrell most recently was an associate in the energy and real estate practice group of Bowles Rice McDavid Graff & Love. His prior work experience also includes a stint as finance director for Congressman Henry Cuellar (D-TX) and as a legislative correspondent for Senator John D. Rockefeller IV (D-WV).
General Dynamics promoted Mark Nackman to vice president and general counsel for General Dynamics Advanced Information Systems. Nackman joined the defense and aerospace company as assistant general counsel in 2011. He previously held various roles at ATK, including senior counsel and vice president and associate general counsel.
John Farmer is now interim senior vice president and general counsel of Rutgers University. Farmer, who has served as dean of the Rutgers School of Law-Newark since July 2009, will serve as general counsel for the next 12 to 18 months. His prior work experience includes stints as the attorney general of New Jersey and as senior counsel and team leader for the 9/11 Commission (officially known as the National Commission on Terrorist Attacks upon the United States).
Ingersoll-Rand announced that Barbara Santoro will serve as senior vice president and general counsel of a new global security company that will be spun off from the parent company later this year. Santoro joined the company in 1996 and has held various titles, including assistant general counsel; deputy general counsel of transactions and assistant secretary; and, since, December 2004, vice president of corporate governance and secretary. She previously was associate general counsel of Degussa Corp.
Flagstar Bancorp named Michael Flynn general counsel. Flynn comes to the company from PNC Financial Group, where he was general counsel of the company’s PNC Mortgage division. He previously was senior vice president and senior counsel for World Savings Bank, vice president and general litigation counsel for Chicago Title Insurance Co., and, more recently, acting general counsel of the U.S. Department of Housing and Urban Development.
Bruce McPheeters joined Ceridian Corp., a human resources company, as general counsel and secretary. McPheeters most recently held the same title at XRS Corp. He previously was general counsel of Lawson Software Inc. from 1999 until July 2011. He also has experience in private practice, having served as a principal at Gray Plant Mooty and an attorney at Popham Haik.
Other In-House Moves
The New York City Bar Association selected Bret Parker to serve as its new executive director, effective April 29. Parker is currently vice president and associate general counsel at Elizabeth Arden Inc., and also serves as president-elect of the International Trademark Association. He has also held in-house roles at Wyeth and the Colgate-Palmolive Co.
Tekedra Mawakana is now deputy general counsel and vice president of global public policy at Yahoo Inc. Mawakana previously spent 12 years at AOL Inc., where she most recently was senior vice president of public policy and deputy general counsel. She also has served as senior corporate counsel at Startec Global Communications Co. and as an associate in the telecommunications and intellectual property groups at Steptoe & Johnson.
Nancy Lieberman was appointed deputy general counsel of Marcum, a public accounting and advisory services firm. Lieberman previously was a partner in the corporate and banking practice of Farrell Fritz.
