GC Appointments

The Schaumburg, Ill.-based Society of Actuaries, a professional association, named Richard Veys general counsel. He was previously general counsel for Long Grove, Ill.-based Powermate Corp.

San Francisco-based NextLight Renewable Power, a utility-scale solar power project developer, named Robert F. Miller vice president, general counsel and corporate secretary. Miller most recently served as general counsel of Altra Inc., a Los Angeles-based biofuels company.

Brett Pletcher was promoted to general counsel of Gilead Sciences, a Foster City, Calif.-based pharmaceutical company. Previously he was the company's vice president of corporate legal affairs.

Frank Ceglar was promoted to executive vice president and general counsel of insurance provider Farmers Group Inc. He has been acting general counsel of the company since 2008, and previously was senior vice president and associate general counsel.

ASAT Holdings Ltd., a semiconductor package design company based in Milpitas, Calif., and Hong Kong, named Jonathan Ross general counsel. Previously he was senior in-house counsel at the Bank of China.

New York-based SecondMarket, a marketplace for illiquid assets, hired Richard Levin as general counsel, chief compliance officer and secretary. Previously he was general counsel, chief compliance officer and secretary of BIDS Trading, an alternative trading system.

The Federal Trade Commission named Willard "Will" Tom general counsel. Previously he was a partner in Morgan Lewis' Washington, D.C., office.

Madison, Wis.-based RMT Inc., an energy company, has named David Kutcher vice president and general counsel. Previously he was a partner at Simmons Perrine Moyer Bergman in Cedar Rapids, Iowa.

Seattle-based Fisher Communications Inc., a television station owner, promoted Christopher Bellavia to senior vice president, general counsel and corporate secretary. Previously he was the company's senior attorney and corporate secretary.

White Plains, N.Y.-based ITT Corp., an engineering and manufacturing company, named Frank Jimenez general counsel. Previously he was general counsel for the Navy.

ProFunds Group, a mutual fund provider based in Bethseda, Md., named Amy Doberman general counsel. Previously she was a managing director of the legal and compliance department at Morgan Stanley Investment Management.

Valencia, Calif.-based U.S. HealthWorks named Patricia Burgess vice president, general counsel and corporate secretary. She has worked in health care corporate law for more than 30 years.

Health Discovery Corp., a molecular diagnostics company based in Savannah, Ga., has named Scott Tobin president and general counsel. Previously he was a lawyer with Hunter Maclean in Savannah.

Nexstar Broadcasting Group Inc., based in Irving, Texas, named Elizabeth Hammond vice president and general counsel. Previously she was vice president for legal affairs at First Broadcasting Operating Inc.


Law Firm News

Jeffrey Norton joined Cozen O'Connor's Philadelphia office as a member of its business law department. Most recently, he was vice president, general counsel, secretary and chief compliance officer for P.H. Glatfelter Co., a publicly traded global manufacturer.

Mark J. Duggan joined K&L Gates' Boston office as of counsel in the firm's investment management practice. Previously he was deputy general counsel at State Street Global Advisors.
